       "An Act relating to instruction in a language other than                                                                 
       English; relating to limited teacher certificates; renaming                                                              
       the Alaska Native Language Preservation and Advisory                                                                     
       Council as the Council for Alaska Native Languages; and                                                                  
       relating to the membership of the Council for Alaska
